Support for publishing development – Modern music and Jazz music

Purpose

The aim of this support is to offer aid to publishers from Modern music and Jazz music, with projects that have the following goals:

1st form: Career development for authors and/or composers.

In order to respond to the impact of the COVID-19 crisis and its consequences to music publishers, Sacem is adjusting the Support for Publishing Development Programme. This will be in place from May 2021 until 31st December 2021.

 

2nd form: Showcasing the publisher’s portfolio and work. This can be a part of an event, such as an anniversary, tribute, celebration and showcased through different mediums such as concert, book, exhibition etc.

Eligibility criteria

  • The publisher must have received a minimum of €3,000 in royalties from Sacem in one of the two years prior to applying.
  • If the publisher has received less than €45,000 in royalties per year, in both years prior to applying; they will be able to submit applications for multiple projects (up to a maximum of 5 projects).
  • If the publisher has received more than €45,000 in royalties per year, in at least one of the two years prior to applying; they will be able to submit multiple applications, with no maximum limit.
  • The application for financial support must be sent by the publisher before the start of the project, or at the latest, 18 months after the first payment, in which case receipts will be required.

 

For the 1st form, the categories eligible for funding are the following:

1- Support for recording music e.g. studio rentals, sound engineer, mastering, session musicians (these do not include you, as you cannot claim support for your own recording time)

2- Support for purchasing equipment, for a specific development project

3- Promotion (press agent, community manager)

4- Production of audiovisual content (websites, video clips, EPK)

5- Developing onstage performances (showcase, tour support, rehearsals: cost of employer – salaries + charges)

6- Professional training (masterclass, coaching)

7- Writing workshops (Maximum support available: 150 € per day, 5 days, 13 people, 3 per year)

8- Travel costs for authors/composers involved in the project (does not include travel costs related to activities of artist performers outside of this specific project). This is only applicable for project activities. Publishers which have received less than €45,000 in royalties per year, in both years prior to applying will be able to claim up to three travel receipts. Publishers which have received more than €45,000 in royalties per year, in at least one of the two years prior to applying, will be able to claim up to five travel receipts. Travel costs related to writing workshops will be included in the maximum support available within eligibility criteria number 7.

 

As a part of ensuring projects can continue to exist throughout the current crisis (from March to December 2021), publishers are permitted to apply for support for new projects or for projects that have previously received support.

Amount of funding

1st Form

  • The support for €1,500 to €15,000 is limited to 50% of the investment contributed by the publisher/applicant. The financial contribution of the publisher/applicant must be at least €3,000.
  • The budget for recording music and audiovisual content is capped at €7,000. The contribution from the publisher/applicant must be at least 50% of the amount requested for this budget.
  • The budget for equipment purchases is capped at €5,000. The contribution from the publisher/applicant must be at least 50% of the amount requested for this budget.
  • The budget for rehearsal costs and live performances are capped at €2,500. The contribution from the publisher/applicant must be at least 50% of the amount requested for this budget.
  • The total travel costs that can be reimbursed are capped at €300 within France, €500 in Europe and €700 for the rest of the world (this includes return costs).
  • Applications for Work and Project Recovery Post COVID-19 that involve a new project (or a project previously supported): €2,500 support available.
    For projects in need of recovery, in some circumstance up to €4,000 can be provided.

 

2nd Form:

Support available is up to €20,000 and is limited to 50% of the investment contributed by the publisher/applicant.

Requirements for the application

The request must be completed online, by filling out the required form (see template to download). This must be accompanied by the following elements:

  • Completed form
  • Provisional budget for the entirety of the project, with detailed quotes
  • Proof of payments that have already been made for the case of projects that have already commenced
  • Requests for travel costs (writing workshops excluded): transport receipts must be provided and you need to declare that the work from the author/composer(s) using the transport are part of the publisher’s portfolio
  • Applications for Work and Project Recovery Post COVID-19 for €2,500: you will need to include a note of statement-of-intent, but proof of payments is not required
  • Applications for Work and Project Recovery Post COVID-19 for €4,000: you will need to include a note of statement-of-intent and proof of payments are required

 

A recording can be sent to accompany your application within 15 days of online submission (please include your application number).

Applications that are incomplete will be refused.

 

Important application information

  • The Cultural Division of Sacem has the right to contact you for more information regarding your application if needed.
  • Following review from the Board of Directors, the Cultural Division of Sacem will examine your files to make a final decision on your application.
  • This decision is definitive and will be sent to you via post. It is not possible to resubmit a file that has been examined and rejected by the Cultural Division of Sacem for a previous application.
  • The outcome of your application will be decided within 2 months of submission. You will receive an acknowledgement of receipt upon submission of your application from the Cultural Division of Sacem.
  • Sacem reserves the right to follow up with your project. In case of false declarations, Sacem can exclude applicants from accessing future support for up to one year from the time of exposure by the Cultural Division of Sacem.
